27/20		There were no declarations of interest.

28/20		Consideration was given to the draft final report and recommendations for the Scrutiny Review of Hospital Discharge (Phase 1).

The Committee was informed of the addition of information regarding ‘designated settings’ for people leaving hospital who have tested positive for COVID-19 and are transferring to a care home (paragraph 4.68) - this had been incorporated to support the following previously agreed draft recommendations:

3) The recently issued ‘designated settings’ guidance (for discharge of positive COVID-19 cases from hospital to CQC-approved care home accommodation) be fully implemented.

4) Planning for the use of the Council’s Rosedale Centre (a recently CQC-approved ‘designated setting’) for a second surge takes into account the possibility of higher demand than what was required from March 2020.

Although unable to be present at this meeting, Councillor Jim Beall (Deputy Leader of the Council and Cabinet Member for Health, Leisure and Culture) had provided a statement on the draft final report which was subsequently read out to the Committee. Cllr Beall endorsed the recommendations within the report and expressed thanks to the Committee for their good and thorough work in such a short timescale.

The Cabinet Member for Adult Social Care, Councillor Ann McCoy, noted that the issue of COVID-19 testing and the speed of the notification of test results (recommendation 6) had already been followed-up with the Council’s Director of Adults and Health, and expressed pride in the strong relationships that had been built up by the Council and local care home providers even before the pandemic had emerged.

One minor amendment was identified - Members requested that the start date for the Rosedale Centre Registered Manager be added (paragraph 4.50).

The Chair thanked the Committee for their contribution to the first phase of this review as well as the supporting Officers for their efforts in collating the information.

29/20		Consideration was given to the Committee’s current Work Programme. The next meeting was scheduled for the 17th November 2020 and, in addition to the items listed, would include a review of the scope and plan for the second phase of the Hospital Discharge topic (discharge to an individual’s own home).

30/20		The Chair noted that Healthwatch Stockton-on-Tees had been recently nominated for a national award in relation to their work around improving the quality of life for older people, specifically people living with dementia and minority groups. This was deserved recognition for the work they undertake across the Borough.
