634 AT ITS ANNUAL MEETING HELD ON WEDNESDAY 5TH APRIL 2006 THE COUNCIL APPROVED APPOINTMENTS TO ITS CABINET, COMMITTEES AND PANELS FOR THE MUNICIPAL YEAR 2006/2007.

RESOLVED that:-

1. Councillor Teasdale be removed from the Environment and Regeneration Select Committee and be replaced with Councillor Rix.

2. Councillor Cains be appointed as Vice Chairman of the Environment and Regeneration Select Committee.
635 CORPORATE DIRECTOR'S REMUNERATION PANEL

596Councillor Lupton informed Members of the recent death of John Thompson. John Thompson lived in north Billingham and had been a Councillor with the former Cleveland County Council. John Thompson was a well liked man and had been a member of numerous associations around the Borough.
599The Worshipful the Mayor informed Members that Thornaby Community School had won The Times Educational Supplement Newspaper Day Competition 2006. The Worshipful the Mayor presented Pupils and the Head teacher from Thornaby Community School with certificates and a commemorative glass bowl.

The Cabinet Member for Children and Young People congratulated Thornaby Community School on their achievement and stated that this was the second year in succession when a school from the Stockton Borough had won the award. He went on to say how proud all Members of the Council were of the achievement.

The Chairman of Children and Young People Select Committee also congratulated the Pupils and Head teacher on their achievement and hoped that the Pupils would become journalists of the future.
600The Worshipful the Mayor informed Members that an enormous amount of work had been put in from Managers to Horticultural Operatives and Residents to Business in the hope of retaining the Northumbria In Bloom award for the 3rd year running. In addition to this came Stockton's entry into Britain in Bloom. The Care For Your Area Team achieved 'overall winner best city' for Stockton, which was awarded Silver Guild, a Silver award for Billingham (large town) & Silver for Thornaby (small city).

Then the piece de resistance was a Silver award in the national Britain in Bloom competition. Staff worked all hours to keep the flowers and grassed areas hydrated during the drought period and the cleansing & highways staff meticulous as always in keeping the area free from litter and graffiti. The Worshipful the Mayor congratulated all those involved.

The Cabinet Member for Environment congratulated the Care for Your Area Team and outlined that it had been a huge team effort. He also reported that the Care For Your Area Team had excellent managers and staff and met the needs of local people.
601The Worshipful the Mayor presented members of the Catering Services Team with the Association of Public Service Excellence - Catering Services Team of the Year Award. The Worshipful the Mayor outlined all the excellent work that the Catering Services Team had carried out throughout the year. The Deputy Leader and Councillor Lupton also congratulated the Catering Services Team their acheivement.
602On behalf of the Council, the Worshipful the Mayor conferred the title of Honorary Alderman on Mrs A McCoy in recognition of her 18 years of service to local government.
603Cabinet

Councillor Brown declared a personal, non prejudicial interest in respect of minute numbers 526, 563 and 569 as he was a Member of Tristar Homes Limited Board and his son was employed by Tristar Homes Ltd.

Councillor Mrs Trainer declared a personal, non prejudicial interest in respect of minute numbers 526, 563 and 569 as she was a Member of Tristar Homes Limited Board.

Councillor Leonard declared a personal, non prejudicial interest in respect of minute numbers 526, 563 and 569 as he was a Member of Tristar Homes Limited Board.

Councillor Roberts declared a personal, non prejudicial interest in respect of minute numbers 526, 563 and 569 as she was a Member of Tristar Homes Limited Board.

Councillor Nelson declared a personal, non prejudicial interest in respect of minute numbers 526, 563 and 569 as she was a Member of Tristar Homes Limited Board.

Councillor Leonard declared a personal, non prejudicial interest in respect of minute number 562 as he was a Governor of Roseworth School and Redbrook School.

Councillor Cook declared a personal, non prejudicial interest in respect of minute number 566 as he was a Member of the Joint Strategy Committee and served on the Tourism Partnership Board.

Councillor Cook declared a personal, non prejudicial interest in respect of minute number 562 as he was a Governor at Blakeston School.

Executive Scrutiny Committee

Councillor Brown declared a personal, non prejudicial interest in respect of minute numbers 551 and 553 as he was a Member of Tristar Homes Limited Board and his son was employed by Tristar Homes Ltd.

Councillor Mrs Trainer declared a personal, non prejudicial interest in respect of minute numbers 551 and 553 as she was a Member of Tristar Homes Limited Board.

Councillor Leonard declared a personal, non prejudicial interest in respect of minute numbers 551 and 553 as he was a Member of Tristar Homes Limited Board.

Councillor Roberts declared a personal, non prejudicial interest in respect of minute numbers 551 and 553 as she was a Member of Tristar Homes Limited Board.

Councillor Nelson declared a personal, non prejudicial interest in respect of minute numbers 551 and 553 as she was a Member of Tristar Homes Limited Board.

Adults, Leisure and Culture Select Committee

Councillor Mrs Rigg declared a personal, non prejudicial interest in respect of minute number 452 as she was a member of Egglescliffe Parish Council.

Councillor Fletcher declared a personal, non prejudicial interest in respect of minute number 452 as he was a member of Egglescliffe Parish Council.

Standards Committee

Councillor Mrs Beaumont declared a personal, prejudicial interest in respect of minute numbers 531 and 532.

Licensing Committee

Councillor Kirton declared a personal, prejudicial interest in respect of minute number 487 as he knew Mr W.H. on a personal level.
634Necessary amendments to the Membership of the Environment and Regeneration Select Committee had been identified that required approval by the Council.
635In accordance with the provisions relating to political proportionality, it was necessary to increase the membership of the Corporate Directors’ Remuneration Panel from six to seven members in order to accommodate representation from the Ingleby Barwick Independent Society.

Membership of the Panel consisted of :-

-Leader
-Deputy Leader
-One Labour Member
-Leader of Conservative Group
-Leader of Liberal Democrat Group
-Leader of Thornaby Independent Association

It was therefore proposed that the Leader of the Ingleby Barwick Independent Society (Cllr Narroway) be appointed to the Panel.
636The Forward Plan for the period 1st October 2006 to 31st January 2007 had been circulated to members prior to the meeting. The Forward Plan for the period 1st November 2006 to 28th February 2007 would be published on or before the 16th October 2006.

The Leader of the Council reported on significant decisions which the Cabinet was proposing to take over the coming months.
