RESOLVED that the Council operates the Leader and Cabinet Executive (England) model of governance specified in the Local Government and Public Involvement in Health Act 2007, with effect from the 8 May, 2011.

197/10		Consideration was given to a report on new executive arrangements.

At its meeting on 8 September, 2010 (minute C119/10 refers) Council considered and agreed the recommendations from Cabinet that the Council Leader and Cabinet executive form of governance, as opposed to the Directly Elected Mayor and Cabinet model, should be approved and that the relevant proposals for change should be submitted to the Secretary of State for Communities and Local Government.

The proposals for change were submitted to the Secretary of State on 13 September, 2010 and had been available for public inspection since then at the Municipal Buildings.

The legislation relating to the adoption of new executive arrangements required a resolution to be passed at a special meeting of Council, agreeing to implement the new proposals from a specified date.

In addition, a document setting out the detailed provisions of the proposed new executive arrangements had to be made available for public inspection. This document was a proposed, revised version of the Council’s Constitution based on the agreed proposals for change. This had been made available to, and accessible by Members via Outlook, at "public folders - all public folders - SBC Constitution". Following the Council meeting, the document would be placed on public deposit at the Municipal Buildings. The changes involved would not come into effect until after the local elections in May 2011.
