RESOLVED that Councillor Laing be appointed Chairman of the Local Joint Consultative Panel for the Municipal Year 2009/10.

Members were informed of a proposed process relating to the reporting of Council consultative panels and fora. This would include minutes of the Local Joint Consultative Panel.

It was proposed that, following each Panel meeting, draft minutes would be circulated to relevant officers and all members of the Panel for comment. Any agreed amendments would be incorporated into the minutes and they would then be published on Egenda and submitted to the next available meeting of Council. Subsequently, when the minutes were presented to the next meeting of the Panel, any amendments identified would be highlighted in the minutes of that meeting.

It was anticipated that this process would cut the time currently taken for such minutes to be presented at Council.

The Panel considered a report on agency workers at Stockton Borough Council.

The Panel was given details of the In House Managed Service for the engagement of agency workers for SBC and also details of an agency framework agreement which was in collaboration with Darlington Borough Council.

The Panel requested the following information:
- The average salaries of a full time SBC employee compared with examples of typical agency workers and the numbers in each service area.

Consideration was given to a report on Xentrall Shared Services. The Panel received information relating to the Xentral Annual Report and the employee survey.

The Panel agreed that update reports on Xentrall Shared Services would only be requested if there was a performance review.

The Panel considered a report that provided details of the current situation in respect of the job evaluation review/appeals process.

It was explained that the appeals stage was expected to commence in October 2009.

The Panel requested that the following information be provided in relation to the number of appeals received:
- The percentage of posts that had been evaluated upwards and downwards.
- The service areas of the appeals.

The Panel was provided with Accident and Assault statistics which had been reported to the Health and Safety Unit for the period 1st March 2009 to 31st May 2009. Details of the Health and Safety Training Courses were provided for the same period.

The Panel requested that information on trends should be provided at the Panels' meetings where there had been a significant change in statistics.

It was also requested that the accident statistics for SBC staff based in Stratford House be reported to the Panel.

The Panel discussed the issue of staff not taking meal breaks away from their desks and concerns were raised that some SBC buildings did not provide sufficient facilities. It was explained that this issue was being looked at as part of the Work Wise Programme.
