RECOMMENDED to Council that:-

1. FWH be appointed as independent member and Chair of the Standards Committee for a term of three years, reviewable annually.

2. MA be appointed as independent member and vice chair of the Standards Committee, for a term of three years, reviewable annually

3. EC be appointed as independent member of the Standards Committee, for a term of three years, reviewable annually with TGW as a reserve appointee.

4. The appointments each be agreed subject to the receipt of satisfactory references.

1/09		Councillor Walmsley declared a personal, non prejudicial interest in relation to the item regarding the annual review of the terms of office of the substitute independent member, parish representatives and substitute parish representative, due to being a member of Thornaby Town Council. Councillor Walmsley took no part in the discussion or voting regarding this item.

2/09		The Panel considered a report regarding the current substitute independent member, substitute parish representative and the two full parish representatives of the Standards Committee, who had each been appointed for three years, reviewable annually. This was the first annual review of their appointment/terms of office. The Panel was provided with details of each committee member’s attendance at Standards Committee meetings; sub-committees; other council meetings; Town/Parish Council meetings and at local assessment framework training.

The Panel agreed that the appointment/terms of office of each of the committee members should be reaffirmed.

3/09		The Panel considered a report that provided details of the two applicants for the vacant position of substitute parish representative on the Standards Committee, together with the relevant job description and selection criteria.

The applicants were both interviewed by the Panel.

4/09		A report was presented regarding applicants for the positions of independent members on the Standards Committee.

The terms of office of the three existing independent members expired on 26 August 2009. Two had re-applied, one had decided not to do so.

Twelve applications had been submitted for consideration by the Panel. Three of the applicants were, however, unavailable for interview on the agreed dates. An application submitted by another applicant had also not been received, although it had been indicated that the form had been sent well in advance of the closing date. A second application form had been supplied to the applicant after the closing date. The Panel agreed, however, that they would only consider the applications received from applicants who were able to attend interviews on the scheduled dates.

The Panel considered the relevant application forms, references (where available), job description, selection criteria, notes on eligibility, and also interviewed each of the nine applicants.
